Hurricane Katrina leveled New Orleans and the Mississippi Gulf Coast leaving more than 1,800 people dead; Typhoon Morakot killed more people and did more damage to Taiwan than any other storm there in recorded history; and (Burma) and resulted in at least 146,000 fatalities. Could the formation of these storm systems be tempered or even arrested by technical means. (Scientific American)

Honore said 85 percent of Gulf Coast residents were evacuated before Katrina, and those who remained were either physically or financially unable to evacuate themselves. He said disasters such as Katrina have a disproportionate effect on the poor, elderly and disabled, and it is the responsibility of the government and military to help. (Leavenworth Lamp, KS)
