    VIRGINIA CITY Madison County may have jumped the gun in proposing to pass an ordinance that would fine homeowners for having too many false alarms from their security systems. The county, which only has general government powers under state law, lacks the authority to pass such an ordinance, said Harold Blattie, executive director of the Montana Association of Counties.     It was revealed that no impact study on the culture, environment, and economics of Virginia City had been done and that land had been offered out of town, but the offer was rejected.     Judge orders excavator removed from tracks  Jul 18, 2007
    DILLON A judge here ordered a Virginia City landowner to remove an excavator Tuesday that he parked over the tracks of a tourist train, but also ruled that the state must agree to hold him harmless for accidents. District Judge Loren Tucker said the compromise would allow the Montana Heritage Commission to keep running its popular train while protecting Joe Bardswich from a lawsuit if an accident occurred on his property.     VIRGINIA CITY Madison County on Friday put the brakes on new subdivision applications for two months after its entire planning staff resigned under a flood of development proposals.
